How to start a Microfinance scheme

So I have been tasked with the donation of $500USD to use it to start a micro-credit with local crafters in South Africa. Could you please advise on the steps in which to start this initiative? My idea is to source a women's cooperative, to form the committee of persons who will be responsible for the re-payment of the loans, distributers, and someone to monitor the process. Other than that, I am relatitively new to the concept.

It has a lot of practical resources related to capacity building in low income neighbourhoods - such as training modules on income generation, building a credit organisation and micro-enterprise training; and a handbook on generating wealth.
